‘Humanitarian Intervention in Fragile States’ Concludes

Bangladesh Institute of Peace and Security Studies (BIPSS) in collaboration with International Committee of the Red Cross BIPSS-ICRC International Seminar on 'Humanitarian Intervention in Fragile States' 1(ICRC) organized an International Seminar on Humanitarian Intervention in Fragile States.

Resource persons from Bangladesh, Pakistan, Sri Lanka presented their papers on the occasion and focused various issues on fragile states.

In the inaugural session, Major General A.N.M Muniruzzaman, ndc, psc, President, BIPSS pointed that the issue of fragile states is the most strategic vernacular of today’s world. Neo Kind of intra-state conflicts and their destructive tendencies have displaced the traditional political, military and strategic paradigms. While focusing on the importance to deal with the fragile states, General Muniruzzaman said global as well as regional peace and security are threatened by conflict and humanitarian crisis in fragile states.

BIPSS-ICRC International Seminar on 'Humanitarian Intervention in Fragile States' 2Mr. Finn Ruda, Head of Mission, ICRC gave importance to deal with the dilemma of humanitarian intervention. He pointed that ICRC is currently reinforces protective activities to limit civilian sufferings.

Speaking at the seminar he said there has been remarkable change in the trend in international relations in which military and humanitarian interventions are the most defining factors of international politics.

The inaugural session is followed by the two working sessions.

First working session is chaired by Brigadier General ATM Amin, psc. Dr. Delwar Hossain, Associate Professor, Dept of International Relations, University of Dhaka discussed about the nature of fragile states. Dr. Shaheen Akhter, Research Fellow, National Defense University, Pakistan presented a case study of fragile states.

In this session, Mr. Shiral Virantha Lakthilaka, Attorney at Law, Sri Lanka presented his paper on the legal dimension of humanitarian intervention in fragile states. While Mr. Christopher Harland, regional legal adviser, ICRC, New Delhi talked about the role of ICRC in humanitarian intervention in fragile states.

The international seminar was attended by military officials, policymakers, academics, security experts, diplomats and members from the civil society.
