A New Axis of Security? What the Mecca Defense Agreement Signals

In this commentary, BIPSS Research Assistant Jannatul Toba examines the Mecca Defense Agreement and what it means for the evolving regional security architecture. She argues that the ambiguity surrounding the pact may be deliberate or may reflect the fact that its practical mechanisms are still taking shape and that this uncertainty presents both strategic advantages and risks. While ambiguity can strengthen deterrence by leaving potential adversaries uncertain about the scope of a collective response, it can also weaken the pact’s credibility if its commitments remain unclear during an actual crisis. Toba therefore views the agreement as an emerging security framework whose significance lies in the willingness of signatories to strengthen their own security cooperation at a time when traditional security arrangements are increasingly being questioned.
