Sub-threshold Conflict: War by Other Means

Bangladesh Institute of Peace and Security Studies (BIPSS) hosted a roundtable on “Sub-threshold Conflict: War by Other Means,” featuring a keynote presentation by Dr. Niloy Ranjan Biswas, Professor of International Relations, University of Dhaka. The roundtable brought together academics, diplomats, members of civil society, senior officers of the armed forces, representatives of other think tanks, members of law enforcement agencies, former ambassadors among others. It explored the changing character of contemporary conflict and the growing strategic significance of sub-threshold warfare.

Moderated by Major General A N M Muniruzzaman, ndc, psc (Retd.), President of BIPSS, the discussion underscored the importance of understanding the shifting nature of conflict and prioritizing holistic approaches to addressing emerging security challenges. The event concluded with closing remarks by Mr. Shafqat Munir, Senior Research Fellow at BIPSS, reaffirming the need for continued dialogue and the critical need to look at Bangladesh’s security architecture.
