The Strategic Use of AI by Non-State Actors: Implications for Global Security
Artificial Intelligence (AI) is increasingly utilized by non-state actors, such as terrorist groups, criminal organizations, and hacktivists, in ways that challenge global security. These groups exploit AI for activities like creating autonomous weapons, enhancing cyberattacks, spreading disinformation through deepfakes, and conducting financial crimes. The transnational nature of these actors allows them to operate beyond traditional state boundaries, using AI to amplify their influence, evade detection, and undermine state authority.
BIPSS Research Assistant Mohosina Mostofa highlighted in this commentary the unpredictable and rapidly evolving nature of AI-driven strategies that complicates global security, necessitating a coordinated international response. Governments, tech companies, and civil society must work together to develop ethical frameworks, strengthen security, and anticipate potential threats to ensure AI contributes to a safer, more stable world.
