Rakhine after the Fall of Maungdaw: Implications for Bangladesh and the Region

Bangladesh Institute of Peace and Security Studies (BIPSS) recently hosted a Policy Cafe at The Westin, Dhaka, titled “Rakhine after the Fall of Maungdaw: Implications for Bangladesh and the Region.” This thought-provoking discussion brought together leading security experts, former diplomats, and academics to analyze the evolving dynamics in Rakhine State and their impact on Bangladesh and neighboring regions. Moderated by Major General (Retd) A N M Muniruzzaman, President of BIPSS, the event featured distinguished panelists- Major General (Retd) Md Shahidul Haque, former Defense Attaché to Myanmar and former Ambassador to Libya; and Mr. Parvez Karim Abbasi, Assistant Professor, East-West University; who shared their expert insights on this critical issue.

Key discussions revolved around the Arakan Army’s increasing dominance over 80% of Rakhine State, including its border with Bangladesh. Panelists emphasized the strategic necessity for Bangladesh to engage with the Arakan Army through a balanced approach involving both diplomacy and security measures. The speakers highlighted how proactive engagement could unlock regional opportunities while mitigating risks. Major General (Retd) Muniruzzaman stressed the urgency of formulating a clear national strategy to address this complex geopolitical challenge, cautioning against delays that could lead to missed opportunities as external actors strengthen ties with Rakhine.

The event concluded with an interactive session where attendees explored security risks, economic opportunities, and broader regional implications. The dialogue mainly focused on how Bangladesh can leverage this shifting landscape to safeguard its national interests while fostering stability in the region.
