
Droughts, Floods, and Fault Lines: A Regional Conference on Climate Security in South Asia
The Bangladesh Institute of Peace and Security Studies (BIPSS) successfully organized a regional conference on climate security titled “Droughts, Floods, and Fault Lines: A Regional Conference on Climate Security in South Asia” on February 24-25, 2025, at the Renaissance Hotel, Dhaka. Funded by the European Union (EU), the event brought together policymakers, security experts, and researchers from Nepal, Bhutan, Pakistan, Sri Lanka, India, and Bangladesh to discuss the critical challenges posed by climate change in South Asia. Notably, representatives from all branches of Bangladesh’s security sector—including the Army, Navy, Coast Guard, Air Force, Police, National Security Intelligence, Border Guard Bangladesh, and Fire Service and Civil Defence—actively participated in the discussions. Additionally, officials from key government departments, such as the Ministry of Foreign Affairs and the Ministry of Environment, Forest, and Climate Change, were also in attendance.
Throughout the two-day event, distinguished speakers explored various aspects of climate security, including the role of security forces in climate action, climate-induced migration, food and water insecurity, and the transition to renewable energy. Experts highlighted how climate change acts as a “threat multiplier,” exacerbating political and social instability. Discussions also touched on the geopolitical dimensions of climate change, with a special focus on transboundary water-sharing challenges and green diplomacy. Participants emphasized the necessity of stronger public-private partnerships and cross-border cooperation to mitigate climate risks.
The conference concluded with a strong call to action for enhanced regional collaboration, investment in climate resilience, and strategic policies integrating climate and security concerns. BIPSS extends its gratitude to all esteemed speakers, attendees, and the European Union for their support in making this crucial dialogue possible.
