
Water Insecurity and Climate-Induced Displacement in Bangladesh: Security Challenges and Policy Responses
The Bangladesh Institute of Peace and Security Studies (BIPSS) successfully hosted a day-long workshop under the European Union funded project “Climate Change & Security: Potential Instabilities in Bangladesh” titled “Water Insecurity and Climate-Induced Displacement in Bangladesh: Security Challenges and Policy Responses” on 21 October 2025 at Hotel Renaissance, Dhaka. The event brought together policymakers, security professionals, researchers and academicians to deliberate on the complex nexus between water insecurity, climate-induced displacement, and national security.
In the workshop, Session 1 titled “Hydro-Climatic Stressors and Displacement in Bangladesh: Emerging Risks and Consequences.” was led by Ms. Sumaiya Binte Selim Subha, Researcher and Programme Coordinator at ICCCAD. It also included a tabletop simulation exercise for the participants. Session 2, conducted by Commodore Syed Misbah Uddin Ahmed, Director General of BIMRAD, discussed “Strategic and Security Dimensions of Water Insecurity and Climate Migration in Bangladesh.
The discussions yielded a set of strategic recommendations: improving institutional coordination; integrating water and climate resilience into security planning; strengthening grassroots adaptive capacity; and aligning Bangladesh’s policy architecture with emerging global norms on climate security. BIPSS President Major General ANM Muniruzzaman (Retd.), while giving closing remarks, stressed the importance of water security and urged policymakers to adopt integrated and forward looking strategies that combine effective water governance and human security frameworks. The workshop fostered in-depth dialogue on policy coordination, institutional preparedness, and strategic cooperation to address the security implications of climate-induced displacement.
